A more detailed discussion of these issues was published in 2006 as a result of research carried out in Ireland, Scotland and Northern Ireland. The research was commissioned by the Office of First Minister and Deputy First Minister in Northern Ireland from the Centre for Cross Border Studies. The research was co-ordinated by the National Consultative Committee on Racism and lnterculturalism (NCCRI); working with the Institute for Conflict Research in Belfast, Piaras MacEinrf at University College Cork; and Organisation and Social Development Consultants Limited in Edinburgh.1 The objective of this booklet is to provide practical guidance to Government bodies, enabling them to deliver better access to and outcomes from their services for people from minority ethnic backgrounds.
