This will enhance person centred care and adopt a more human rights-based approach to care. The Bill completed Second Stage in the Dáil in September 2024. The Health Information Bill 2024 was published in July 2024. Continued progress of Sharing the Vision Implementation Plan 2022-2024 and next implementation plan in development Sharing the Vision’s Acute Bed Capacity Review completed New funding for HSE Clinical Programmes on Early Intervention in Psychosis, Dual Diagnosis, and Suicide Bereavement supports. Mental Health Engagement Framework 2024 – 2028 was launched in April 2024. New Community Access Support Team (CAST) pilot project in Limerick progressed. Nighttime Confinement ceased (as appropriate) in the Central Mental Hospital. Visit to Ireland by the Council of Europe Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT), including visits to the Central Mental Hospital and Castlerea Prison, Cloverhill Prison, Limerick Male and Female Prison, the Dóchas Centre and the High Support Unit (HSU) at Mountjoy Prison. Roll out of Mental Health First Aid training for AGS members on a national level. Probation Service Mental Health Action Plan 2024 – 2026 was finalised. IPS are developing a pilot Dual Diagnosis service in Cork Prison. First Progress Report on the IPS Health Needs Assessment (HNA) is set to be published in October 2024. The Probation Service Restorative Justice Action Plan 2024 – 2026 was completed and is set for publication shortly.
