The idea of setting up lSI developed from a conferenc.e organised in 1994 by [CON (Inner City Organisations' Network) which is a network of sixty-five communitybased groups and projects in the Nonh East inner city. At this conference a workshop organised by an ICON sub-committee on youth. family and child care concluded that despite the investment of considerable public resources into education, health and social services in the North East inner city, the level of spending was not having the desired impact in terms of alleviating problems and generating development.
