dc.descriptionhe purpose of this Overview is to set the scene so as to assist with a fuller understanding of the Action Plan. It begins by outlining the purpose and objectives of the Action Plan. This is followed by the identification of the changes that the Action Plan will bring about over its timeframe. The Overview concludes by elaborating the structure and philosophy of the Action Plan. he Action Plan has been prepared to prioritise a programme of actions that are essential to creating a health research system which supports outstanding individuals, working in world-class facilities and conducting leading-edge research focused on the needs of patients and the public. Ultimately, a strong health research culture is vital if the health service is to offer the best standards of care to patients across a range of specialities and to provide robust evidence that these standards are being achieved on an ongoing basis. Health research – examples of real success, improvements in health and economic benefits Health research in Ireland has brought about real improvements in health, as well as economic benefits. The examples featured in this Action Plan demonstrate some very tangible benefits that have emerged from our investment in health research. In some cases, the outcomes are a direct result of the investment in research. In other cases, that investment has acted as a springboard for additional funding that has resulted in product developments and healthcare improvements that in turn result in a direct benefit to people’s health, build Ireland’s reputation for research and drive economic benefits. These examples are also testament to the fact that health research needs to be supported across a spectrum of activity from exploration to application. They also show that funding at one level can be built on and developed to transform a research result into a treatment, product or method of care.en
