dc.description	In response to the national increase in Ireland of HIV and other STIs seen in men who have sex with men (MSM) since 2015, a national multisectoral, multidisciplinary outbreak response group was established under the auspices of the national Medical Officer of Health, Dr Kevin Kelleher. It set up an interventions subgroup (Membership and terms of reference in Appendix 1) to review the evidence of the effectiveness of interventions to prevent transmission of HIV and STIs, and to develop an action plan based on this review. The plan identifies effective prevention interventions from best available evidence and the resources required to implement them in an Irish setting. Interventions with strong evidence to support them are included in the plan. To ensure the document remains practical and action-focused, each intervention is examined under the same headings. First, existing international and national literature is summarised. Next, information on current provision of services in Ireland is outlined. Gaps in current service provision are then identified and the actions and resources required to fill those gaps are described. The target audience and relevant communication messages are outlined. Lastly, an evaluation plan for each intervention is proposed. This action plan will be used by the MSM outbreak response group to address the increases seen. It is a live document; progress on the actions will be tracked, and it is expected to change and be updated periodically.	en_US
