dc.descriptionThe Mental Health Commission (the ‘Commission’) is the regulator for mental health services in Ireland. The Commission is an independent statutory body that was established in 2002. The Commission’s main functions are to promote, encourage and foster the establishment and maintenance of high standards and good practices in the delivery of mental health services and to protect the interests of persons admitted and detained under the Mental Health Act 2001. One of the core elements of the Commission’s mission is to report independently on the quality and safety of mental health services in Ireland. Certain restrictive practices are regulated by the 2001 Act through statutory Rules and Codes of Practice. This report provides information on the use of restrictive practices, the services using them, the people affected, and the quality and safety of the interventions. This is the Commission’s ninth report on the use of seclusion, mechanical means of bodily restraint and physical restraint in approved centres.en_US
