Winter planning is predicated on learning lessons from previous years. However, in this current environment, we are preparing for the expected winter pressures in conjunction with planning for service delivery in the context of the continued prevalence of COVID-19. Planning must also incorporate an approach to address the backlog of non-COVID care following the unprecedented interruption of routine services during the COVID-19 pandemic. The health and social care system must be prepared to respond comprehensively to surge and create an environment that does not result in outbreaks. This environment, by its very nature, is also a higher risk for disease transmission and thus high standards are required to mitigate those risks. Key to meeting these challenges is the provision of additional capacity. The 2018 Department of Health Capacity Review and Sláintecare acknowledge the appropriate capacity of the health service in terms of both beds and community based services. This plan is not intended to achieve that level but is intended to be the first major steps towards achieving such a level.en_US
