This book contains four papers given at the conference Housing: moving into crisis? held on December 9th, 1988 in Kinlay House, Dublin. The conference was jointly organised by the National Campaign for the Homeless and the Combat Poverty Agency in response to the continuing problem of homelessness and the cutbacks in public housing expenditure. Over 90 people attended the seminar - representatives from health boards, local housing authorities, government departments, people engaged in research, members of voluntary organizations. The aim was to consider the major issues regarding housing policy and to review State policy towards homelessness. The conference took place at a timely moment - with the enactment of the Housing Bill and the completion of a number of major research studies into homelessnessen_US
