The focus of this report is the ‘Building Capacity in Mental Health Services to Support Recovery’ pilot programme, an eighteen month project aimed at supporting seven mental health service sites to build capacity to implement a number of key recovery concepts. The initiative represented the first systematic approach to developing recovery-oriented services at a national level, using a comprehensive organisational change methodology. The initiative was based on and guided by principles of the Implementing Recovery through Organizational Change (ImROC) methodology, a framework for service transformation outlining ten key organisational challenges which mental health services must address if they are to become more recovery-oriented (Shepherd et al. 2010). The initiative was to focus on service level structures, systems and practices that could maximise personal recovery opportunities and outcomes for service users. Seven sites throughout Ireland from over forty applications were selected to participate in the initiative on the basis that they had already shown an interest in the area of recovery and could demonstrate a track record through existent recovery-oriented initiatives as well as guarantee the support of decision-making management personnel.en
