Hygiene is a personal and a public health issue. Access to hygienic living and working conditions is a reasonable expectation of every person living or working in an Institution. Hygiene levels tell a lot about the state of organisation of an institution particularly so in the case of prisons and places of detention. Institutional arrangements in the Irish prison system should reflect this principle and should accord priority status to hygiene promotion among inmates and staff.en
