dc.description2.1 This chapter summarises the major issues examined by the Commission and its conclusions and recommendations. A number of members of the Commission have reservations to the report on some issues. 2.2 It should be emphasised that what follows is a summary of the major recommendations and of the primary arguments which led the Commission to its conclusions. The main text of the report should be read for a more detailed discussion of the issues. 2.3 The first sections of this chapter discuss the context within which the report is written, including international trends in healthcare expenditure and the manner in which issues of equity, cost-effectiveness and efficiency have been addressed by the Commission. There follows a discussion of the major framework of funding, eligibility, organisation and information upon which the Commission's proposals are based. Finally, the main issues and recommendations regarding individual service areas such as general practitioners, hospitals and consultants are summarised.en
