dc.description2003 was a busy and productive year for the National Council on Ageing and Older People, during which it continued to fulfil its mandate to advise the Minister for Health and Children and other Ministers on all aspects of ageing and older people in Ireland. The Council is informed and guided in its work by a range of policies, legislative requirements and key documents pertaining to the achievement of health and social gain among older people in Ireland. In this context, the publication in June 2003 of the Health Services Reform Programme signalled a major development for the Council and its work in the years ahead. The Council's Work Programme continued in 2003 in several areas, principally research, policy, healthy ageing and communications. In terms of research, a major study on the role and future development of day services in Ireland was launched in May at a national conference in Tullamore. Based on a series of in-depth interviews with some 180 respondents, the publication of this report was timely given the current shift in emphasis towards home care and community services for older people, as demonstrated in the National Health Strategy.en_GB
