dc.descriptionTravellers experience stark inequalities in health, including mortality outcomes, problems with quality, and trust in relation to the services. It is also acknowledged by health providers that they and their services discriminate against Travellers (as evidenced in the All Ireland Traveller Health Study ). Pavee Point holds to the principle that in order to achieve equality for Travellers and Roma, attention must be paid to the structural determinan ts/ issues that impact on them, including education, employment, poverty, health, discrimination and racism. This means that policy and practice must be underpinned by an inter - cultural approach and by principles of equality, diversity and anti - racism. T here is a need for an urgent response and positive action to address the current and historic discrimination, and to address the determinants that are leading to these unacceptable inequalities. Travellers and Roma should therefore be considered as importa nt stakeholders in the development of health services and practice. The establishment of UHI and structures proposed under the White Paper must ensure that these principles are acted on. Those with greater heath needs and poorer health status will be dispr oportionately affected by issues and deficiencies in a health system. We hold that the proposed system of Universal Health Insurance (UHI) has the potential to address health inequalities, or exacerbate them, leading to even greater disparities in health o utcomes for Travellers and Roma. Our response and recommendations to the White Paper are outlined belowen_GB
