dc.descriptionThe mission statement of the Department of Children and Youth Affairs (DCYA) is ‘to lead the effort to improve the outcomes for children and young people in Ireland’. The DCYA seeks to achieve this aim through a series of high level objectives as follows: o Develop, strengthen and align policies, legislation and resources in order to achieve better outcomes for children and young people and provide support for parents and families. o Monitor and evaluate performance through strong governance and accountability systems in respect of the responsibilities of the Department and its agencies. o Support the Department and key stakeholders in accessing better evidence and facilitating the active participation of children and young people in decisions that affect their individual and collective lives. o Improve systems for supporting families, safeguarding and protecting children, providing alternative care and assisting those young people whose behaviour poses a risk to themselves or others. o Support children and young people so that they can fully engage in active learning, including through the provision of high-quality early childhood care and education, youth services and addressing issues of school attendance and participation. o Collaborate with stakeholders, including across Government, in monitoring and promoting the physical, emotional and economic well-being of children and young people and reducing inequalities. o Be recognised as an organisation where, on an ongoing basis, high performance is achieved and personal development is supported. To achieve these objectives the DCYA is designed to bring together a number of key areas of policy and service provision for children and young people including the Office of the Minister for Children and Youth Affairs (OMCYA), the National Educational Welfare Board (NEWB), the Family Support Agency (FSA) and from January 2012 the detention schools operated by the Irish Youth Justice Service (IYJS). Two further organisations come within the aegis of the Department: the Adoption Authority of Ireland and Office of the Ombudsman for Children (OCO). The DCYA is fully committed to safeguarding the well-being of all the children and young people with whom it works, and to the full and continuing implementation of the Children First: National Guidance for the Protection and Welfare of Children, published in July 2011. This plan sets out the high level sectoral guidance principles which will be applied across the Department and organisations under its aegis, in the ongoing implementation of the Children First: Guidance.en_GB
