In February 2004, representatives of European and central Asian countries met in Dublin and issued a declaration (see Annex 1) focused on accelerating the implementation of the Declaration of Commitment that countries made at the UN General Assembly Special Session (UNGASS) on HIV/AIDS in 2001. So, what progress has been made? That is the focus of this report. It seeks to document achievements, using country-based reports, against a selected number of indicators of relevance to the countries of the region. It uses existing data, where possible, and builds on previous work, in general, and the report issued by the WHO Regional Office for Europe and UNAIDS in 2008, in particular. Tailored questionnaires (see Annex 2) were sent to 55 countries and responses were received from 49 (see Annex 3).en_GB
