In recent years, health promotion has undergone many important changes and become part of many health policies. Governments have been looking at the WHO strategy for health-for-all as the framework for health gain, equity and accessible care. Emphasis has moved from the traditional "problem-based"approach to a "settingsbased" approach that focuses on target population and plans interventions for different settings relevant to that population. The effectiveness of this approach to health promotion was endorsed in "The Jakarta Declaration on Leading Health Promotion into the 21st Century" (WHO, 1997). The WHO Regional Office for Europe has promoted many of the setting initiatives, such as health promoting cities, health promoting hospitals and health promoting schools and health promoting prisons.en_GB
