dc.description | Community care is both a concept which is much debated and an umbrella term for a wide range of services. Hunter and Judge (1988) argue that the community care concept implies a shift in the balance of care from institutions to community facilities and from health to social services. Key features of community care include a firm focus on the local community and on integration of the work of multidisciplinary teams which serve that community. Major target groups for community care policy include the elderly, the mentally handicapped and the mentally ill . Hunter and Judge point to a lack of clarity about community care and its objectives , which are variously defined as: discharging people from long stay hospitals; preventing admissions to hospitals; unblocking acute beds; cost containment; developing new services; providing domiciliary rather than residential care. A recent official British definition of community care objectives cited by Griffiths (1988) , which focused on non-institutional care and on integration of services, was the following: to enable an individual to remain in his own home, wherever possible, rather than being cared for in a hospital or residential home; and to integrate all the resources of a geographical area in order to support the individuals within it . | en_GB |
