dc.descriptionIn publishing this document the National Social Service Board generate discussion among interested groups regarding the important role played by voluntary social service organisations in our society. While many developments have occurred in recent years, the Board is particularly concerned about the lack of a clear policy framework for the development of personal social services. It is in this context that the role of voluntary organisations needs to be considered. Above all, there is an urgent need for greater clarity regarding the respective roles of and relationship between voluntary and statutory agencies. It is to be hoped that this document will contribute towards a greater understanding and resolution of the issues involved if an effective partnership between voluntary and statutory agencies is to be achieved.en_GB
