dc.description | In January 2001, Combat Poverty commissioned the New Policy Institute to undertake research on social indicators as a tool for monitoring poverty performance under a revised National Anti- Poverty Strategy (NAPS). Various working groups had been established to propose new targets and indicators in seven key thematic areas - education, health, housing, income, unemployment, rural, and urban - as part of a general review of NAPS, as agreed under the Programme for Prosperity and Fairness. Three cross-cutting themes were also identified which each working group had to incorporate into their discussions – women, children, and older people – giving a total of 10 subjects being examined. The objectives of the research were to provide information on relevant indicators of poverty reduction, to establish data requirements for the poverty reduction indicators, and to devise a structure for assessment. The analysis drew on national and international experience. Rather than try to make definitive conclusions, it was intended that the research would contribute to the debate by providing material that would enable the NAPS Unit to develop an ‘official’ list of indicators for the future strategy. The report would assist this process through its discussion of possible subjects for indicators. It also aimed to help subsequent monitoring through its discussion of possible definitions of indicators for particular subjects. | en |
