The theme of the 2005 Barnardos Pre-Budget Submission to Government is "Invest in
Children". It is a truism to state that children are a country's future but Barnardos would
argue that investment in this generation of children will pay economic and social dividends
in the future.
As an organisation working with disadvantaged children, Barnardos is particularly concerned
that the 2005 Budget should prioritise the needs of disadvantaged children. The evidence of
child poverty in Ireland is well documented and irrefutable. Ireland's levels of general
poverty and of child poverty are remarkably high by EU and OECD standards.
Parallel with high levels of child poverty, the Irish economy is booming. All the economic
indicators are positive: we have one of the fastest growing economies in the world with high
levels of job creation, low unemployment, including long-term unemployment and a much
reduced rate of emigration. In addition, the state of our public finances is very healthy with
tax revenues up by 15% while public expenditure is substantially lower than was expected;
these factors have resulted in a borrowing requirement which is significantly lower than that
forecast in December 2003. This means that the Government is well positioned to introduce
a Budget that will tackle child poverty and invest in children in a concerted and strategic
manner.

There are many experiences which a child needs to develop to his full potential physically, intellectually and socially.
Toys play a useful part in this development but other items are
every bit as important e.g. toys can consist of cardboard boxes,
clothes pegs, saucepans - but for the purpose of this guide, we are
discussing toys one can purchase or make at home. Toys should have no sharp edges, no pieces small enough to be
swallowed by a little child, be hard wearing and painted with paint
which is free from lead or other toxic or harmful substances. If in
doubt, ask the shop staff. If at all possible, toys for young children
should be capable of being washed.

This research examines the area of pre-school and after-school child care provision as sources of potential
employment. Towards that end, an overview of recent reports and studies at national and EU level dealing
with developments in child care, employment equality and family related areas is initially presented. A
number of indicators and projections of the need and demand for child care services are offered with a view
to establishing the potential for employment within this sector. This potential is investigated in a more
concrete context by means of a comprehensive survey of parents' use of pre-school and after-school services
in Limerick city and county. Current participation in these services is contrasted with parents' expressed
preferences if more affordable and convenient child care places were available. The findings are further
complemented by two micro surveys exploring parents' needs for a child care service in two specific
communities. The research concludes with a telephone survey investigating the current provision of child
care facilities for employees by companies in the Shannon area.
The findings demonstrate that, in the context of current trends, the demand for child care provision will
increase substantially. On this basis, corresponding increases in the employment of child care personnel are
expected.

confidence to continually extend our services
as resources and expertise allow.
This determination has enabled us to establish
al least one new service every year since
1993, and we now Intend to accelerate our
development nationally.
To fund this further expansion. and the
continuation of existing services, we urgently
need additional resources.
