Being able to identify an individual uniquely is essential for patient safety in the provision and management of high quality healthcare.The purpose of this document is to examine the information available, both nationally and internationally, in order to make recommendations to the Minister for Health and Children in relation to the ntroduction of a UHI for individuals and to inform decision making for the forthcoming Health Information Bill.
