General Guidelines 2.1 In planning capital projects health boards will have regard to the revenue consequences and the optimum utilisation of capital and revenue resources. In particular, health boards should:- (a) adhere to the recommendations contained in the guideline document - "The Health Board as Building Client". (b) ensure that no drawings are commenced for a project before the functional content or equivalent for engineering works has been agreed with the department; (c) ensure that adequate fire and other safeguards are incorporated in projects; (d) ensure that projects do not inhibit future development. of the hospital, or institution; and (e) assess and deal with staffing implications in the manner agreed between the department and the health boards from time to time.
