The Rehab Group presents its annual pre -budget submission to Government with significant optimism for a budget that recognises the necessity of investing in people. More than ever. the publication of the National Disability Strategy in 2004 provides a possibility for real change in the provision of services to people with disabilities. Should the Disability Bill 2004 and the Comhairle Amendment Bill contain the necessary changes that the Disability Legislation Consultation Group (DLCG) requires then the package. if implemented fully and imaginatively. together with other reforms such as the Code of Practice for Sheltered Occupational Services and the Full Time Employment Support Scheme. would significantly advance the opportunities and improve the lives of many. many thousands of people with disabilities in Ireland.
