- I am pleased to submit to you the flrst Annual Report of the Health and Safety Authority. In accordance with Section 26 of the Safety. Health and Welfare at Work Act. 1989. This Act and the establishment of the Authority marked a radical new approach to occupational safety and health In this country. The immediate task of the Authority. In taking over responsibility for occupational safety and health from the Department of Labour was to develop a programme of activities and proposals for the appropriate organisational and field operation structures to promote the new preventative approach envisaged In the Act.
