The members of the Group were appointed because of their particular expertise and knowledge. They were also expected to speak with authority on behalf of their individual organisations. They brought a particular perspective to bear on the Group's work, the underlying principle of which was, that they should gain a clear understanding of the factors which might be contributing to the creation of obstacles in the delivery of services to older people and that they should, where necessary, adopt a cross-cutting approach to eliminating such obstacles. The Group attempted to assist bodies working with or representing older people by meeting with them to give them an opportunity to articulate the needs and concerns of older people. In adopting this approach, the Group was mindful of the commitments in the Health Strategy, " Quality and Fairness - A Health System for You", and subsequently endorsed by the Equality Authority Report, " Implementing Equality for Older People", to consult with older people and to give them a say in service delivery. The Group is extremely grateful to the many organisations, representative groups and individuals who met with it, made submissions to it, or attended its meetings and made presentations.
