In 1965 the Minister for Health appointed an Inter Departmental Committee, representing the Departments of Health, Local Government and Social Welfare, to examine and report on the general problem of the care of the aged and to make recommendations regarding the improvement and extension of services. The committee's report The Care Of The Aged was published in 1968. The committee made ninety four recommendations and these were based on the belief that it is better, and probably much cheaper, to help the aged live in the community than to provide for them in hospital or other institutions.The committee recommended the establishment of a National Council for the Aged which would endeavour to achieve co-ordination of all public and voluntary effort on behalf of the aged. The National Council for the Aged was established in 1981 as an advisory body.
