My terms of reference were; "To analyse the design, development and implementation of the experiments in the separation of policy and execution through the re-organisation of selected Departments on an Aireacht/executive units basis in order to obtain indications of the actual effect of the experiments on policy making and the delivery of services, to obtain information which would enhance the potential of the concept for administrative reform, and to provide a basis for a decision as to whether to proceed to give statutory effect to the concept".
