At the request of the Department of Health, the Comhairle, in May 1990, established a committee on plastic surgery services with the following terms of reference: "To examine the existing plastic surgery services throughout the State; and following consultation with the interests concerned, to make recommendations to the Minister on the future organisation of plastic surgery and associated services for maxillo-facial and burns cases. The recommendations should have due regard to the necessity for an effective service within the constraints of the current level of funding available for the health services in general".
