1996 was, without doubt, a year' in which the Organisation grew, in stature, in strength, and in membership. The shadow of a national strike by nurses and midwives hung over the Organisation during the entire year, and the details of the various stages of negotiation, balloting, and consideration of various sets of proposals, will be given in the following pages. History will record that the year under review saw more members than ever - many for the first time - play central roles in local organisation, recruitment of new members, forming new local committees (particularly strike committees), and turning out, literally, in thousands to the various regional and branch meetings held throughout the year, up and down the country. It was also the year when the INO Education and Resource Centre became fully operational, thereby fulfilling a wish expressed several years ago that the INO would always guarantee that the education and professional development of nurses and midwives would develop hand in hand with improvements in their pay and conditions. In addition to the opening of the Education and Resource Centre, the Organisation appointed a Librarian, to ensure that those pursuing developmental or academic courses will have the full support of their Organisation.
