In 1990 the Minister for Justice announced the establishment of an Advisory Committee on Communicable Diseases in Prisons with the following terms of reference:- "To examine the problems posed by communicable diseases affecting offenders in prisons or places of detention, with particular reference to the problem of HIV/AIDS seropositivity, and, having regard to the welfare of offenders and staff and the interests of proper prison administration, to make such recommendations as are considered appropriate. To give priority to consideration of immediate needs relating to particular categories within the prison population who suffer from communicable disease and the formulation of recommendations designed to meet these needs
