Description:
We were established as an informal working group with a. specific objective. That objective was to derive an estimate of the number of places needed· in residential centres for the mentally handicapped. This estimate was needed for planning purposes, to be used as a guideline in planrling residential places for the mentally handicapped. Our examination of this question led us to conclude that a major factor in determining the number of residential places needed is the level of community services available. For this reason we spent quite some time considering the various community services and the targets that might be aimed for in their provision. In particular, we considered that the development of hostels offered much scope for retaining handicapped persons in the community and we discussed their development at some length. Our conclusions about the number of residential places needed assume that a high standard of community services, including hostels, will be available.
