The recent Tierney Report recommended that the overall number of non consultant hospital doctors be balanced with the nunlber of consultants on a one to one basis. .While it made a number of proposals .as to how this might be approached, the various nledical bodies and training organisations were encouraged to comment and come forward with their own suggestions. The Irish Psychiatric Training Commitlee, now in existence for almost 25 years, felt that this was a tinlely opportunity to review the staffing at both Consultant and NCHD level in psychiatric services in the country. To this end it established a Manpower Sub-.conullittee in January, 1994.
