This paper is the thirteenth in a series commissioned by the Committee for Public Management Research. The Committee is developing a comprehensive programme of research designed to serve the needs of the future developments of the Irish public service. Committee members come from the Departments of Finance, the Environment and Local Government, Health and Children, the Taoiseach, and Public Enterprise, and also from Trinity College Dublin, University College Dublin, and the Institute of Public Administration. The research is undertaken for the Committee by the research department at the Institute of Public Administration. This series aims to prompt discussion and debate on topical issues of particular interest or concern.
