This guidance document has come about as a result of the recommendations from the Final Report of an Independent Evaluation of the National Mental Health Services Collaborative on Individual Care Planning (2011). Recommendation 4 of point 5.1 of this report recommended that the Mental Health Commission: “Announce the intention, within a feasible period (say a year) of publishing a suite of national mandatory care planning documentation, with variants for different types of services. ……The value of the templates would be increased if they were published alongside brief guidance and examples of what a good plan might look like.” It is intended that this document will assist service users and health care providers to devise individual care plans for all service users of mental health services in Ireland and to ensure that the requirements of Articles 15 and 16 of Statutory Instrument No 551, (Government of Ireland, 2006), are met (hereafter referred to as the regulations). In addition to the above, the involvement of the individual in his or her treatment and care is a significant cornerstone of the Mental Health Act, 2001. Actively working with the service user to complete his/her care plan is a logical and meaningful means of ensuring the involvement of the service user.
