The EU member states, including Ireland, recognise that poverty and social exclusion are critical issues they must tackle. In 1997 the Irish Government, in consultation with the social partners, community and voluntary sector and other stakeholders, launched a wide-ranging plan to tackle poverty and its causes, the National Anti-Poverty Strategy (NA PS). The NA PS set out a series of antipoverty and social inclusion targets grouped under a number of themes such as housing and employment. These targets were updated when the NA PS was revised in 2000
