As we enter the seventh year of publication of the NCNM Quarterly Review, we have some special items of interest in this edition. The Health Service Executive recently launched its Transformation Programme 2007–2010 (HSE, December 2006). The Programme is aimed at challenging the way those of us working in the health services think about the kind of change that the reform programme entails for us all. It shifts the emphasis away from organisational and administrative change to the arena of hearts and minds. This is an ambitious programme aimed at transforming the culture of the HSE and is a major challenge for all of us. In this edition of the Quarterly Review, we take a close look at the Programme and map out some of its implications. We intend to follow closely the roll-out and implementation of the Programme and will keep you up to date in future editions. The National Council is proud of all of the publications it has produced over the last seven years of its existence. Occasionally, however, one emerges that pleases us in a special way. In this edition we provide a detailed synopsis of Measurement of Nursing and Midwifery Interventions: Guidance and Resource Pack (National Council, 2006). This publication is an essential source of information for any nurse or midwife engaged in practice/service development and wishing to understand how to measure the impact of their interventions. It contains a resource pack that will provide you with the tools you will need. The publication is a significant contribution to the challenge of raising quality standards in service development and professional practice.
