Since the publication of the Health Strategy Quality and Fairness- A Health System for You in 2001, this newsletter has been carrying feature articles on the key elements of that strategy. The principal reason for this was to ensure that nurses and midwives had every opportunity to familiarise themselves with what had the potential to be a major milestone in the development and reform of the health services in Ireland. The Health Strategy identified six major frameworks for change within the services. Each of these frameworks has been or continues to be the subject of a significant study aimed at introducing the necessary reforms. Collectively they make up what has become known as the Health Service Reform Programme.
