This report outlines our contribution to the organisation of community care for which of reference were as follows: review of the terms "To assess and report on the effectiveness of the present organisation of community care services under health boards and, in particular, to provide a factual assessment of : . i) how the organisation is functioning as compared to the structure adopted by health boards following their establishment; i) how the present arrangements at community level are functioning in relation to : (a) the operation of the community care team , including team leadership , (b) maintenance and development of community medicine, personal social services, voluntary organisations and community work (c) their contribution to policy formulation under health boards; the attitudes of the staff working in the community care programme to the present arrangements . " This assignment is the first step in reviewing the organisation of the community care programme against the likely developments over the course of the coming decade . Throughout our assignment, we liaised with a Steering Committee composed of senior officials from the Department of Health and health boards .
