Description: In approaching the question of child health services, the main concern of the Comhairle is, by reason of its statutory functions, focused on those elements of the services which are hospital-based and staffed at consultant level. It is, therefore, important to stress, at the outset, that the Comhairle recognises quite well that hospital services, albeit important, are only part of the total child health services. Furthermore, it is not an independent segment of the total service. Hospital services can only function at maximum efficiency and effectiveness as an integral part of a wider range of child care and treatment services. The Comhairle acknowledges that there is a danger of an undue emphasis on hospital care that might detract from the importance of community and residential care. It is essential that all three elements - community care, hospital care and residential care - should be seen as being of equal importance and equally in need of development.
