The financing of the health services is described and discussed on pages 62 to 67 inclusive of the general memorandum on the health services prepared by the Department of Health and already circulated to the Select Committee. In brief, prior to 31st March. 1948, local finances bore by far the greater part of the cost supplemented by modest State grants which were applied to specific services. Under the Health Services (Financial Provisions) Act, 1947. the State undertook to meet the full amount of any increase in the cost of each health authority's services until the total cost was twice the amount met by that authority from local taxation in the year ended 31st March, 1948. When this point had been reached the cost was to be divided equally between the two.
