In welcoming those present , Dr. Altar. said that the subject of the conference - Clinicians and the Management Process was becoming increasingly important particularly in an era when there was a greater awareness, than hitherto, "that the resources which could be devoted to health care were finite . The need to achieve value for the money available was clear ; there was a clear need also to ensure that appropriate structures were in place to achieve this. He referred to the increasing use and cost of technology , the provision of hospital services. Clinicians , provided they a re supplied with the necessary resources and expertise, can and should play an important role in managing their services - the conference would , hopefully, identify ways in which clinicians could be facilitated to play their full part of this process. The % of G.N.P. devoted to health care in Ireland was on a par with the United Kingdom , France and Ireland is a poorer country than any of these.
