Summary 1. Question 1. sets out the scope and purpose of the progress report and sketches in the background to the first and second phase of the experiment. It outlines the overall aim and contributing aims of the implementation project. 2. CHAPTER II sets out the role and functions of the officers at the top of the Department and outlines the functions of the Management Advisory Committee. 3. Chapters II. IV and V describe the outcome of the review of the line divisions and staff units (within the Aireacht) and the Executive Offices. The roles, functions, staffing, systems and major tasks are briefly described, certain aspects of progress during the period under review are outlined, and the current position is briefly summarised. 4. CHAPTER VI suggests some broad criteria against which progress to date might be reviewed. 5. Chapter VII contains a general assessment of progress, current opportunities and major ·outstanding problems. 6.
