The publication of our first Human Resource Policy is an important development for the Department of Health and Children . Its overall objective is to directly support the Department's business objectives as periodically defined in our Statements of Strategy and Business Plans . In addition it sets out our human resource management objectives and proposed actions , reflecting both a management perspective and issues raised by staff themselves through the consultation process. It also recognises the importance of people management practices throughout the Department and the role we all play in this regard. Through the implementation of these policies we aim to : Strengthen HRM and its contribution to business objectives; Promote a positive and fair working environment; Promote personal and career development; and Promote open and proactive communications and management style
