In December, 1970, Mr. Robert Molloy, T.D., Minister for Local Government, set up a working group comprising representatives of the Departments of Agriculture and Fisheries, Finance, Health, Industry and Commerce, Lands, Local Government and Transport and Power to examine and report to him on -the nature and extent of the problems of air pollution and water pollution; - the different remedial strategies that might be adopted; - the cost of the various strategies; - how this cost might most appropriately be divided between the State, the local authorities and the private sector, including industry; and -the adequacy of existing legislative controls and the need for fresh legislation.
