In his opening address, Senator Willie Farrell , Chairman of the Association of Health Boards in Ireland, outlined the difficulties which arose in defining community services . It was difficult to distinguish community services from certain types of hospital services. He argued for quality health and personal social services for the individual, whether the services were provided in the local hospital or in the local health centre
