| Description: | This report describes the work undertaken by the Agency in the past year to reduce persistent poverty and
social exclusion. The Strategic Plan 1996·98 provides the framework for this work. The finalisation of the
plan was difficult because it required the Agency to choose not to work in some areas so that it might work ·
a more effective and more focused way in other areas. Despite real constraints the programme of work
challenging, exciting and relevant. The Agency's new Demonstration Programme on educational disadvantage particultlrly important. 1t promises to demonstrate new ways to enhance learning opportunities for disadvantaged children met young people and to draw on local experience so as to begin to influence national policy |
