- Under the Child Abuse Guidelines issued by the Department of Health in 1987, a Health Board is expected to notify the Gardai of any alleged case of child abuse where it is suspected that a crime has been committed. This can give rise to difficulties for Health Board staff who may not be in a position to determine whether an offence has been committed. A further problem with the current guidelines is that they do not specify when the Gardai should refer cases to the Health Boards.
