Description: The Midland Health Board has published annual reports since 1982.&#xD;
Up to 1994 separate reports were published for the Community Care&#xD;
Programme and the Hospital Care Programme. A single annual report&#xD;
covenng all of the board's activities, was published in 1995.There is now,&#xD;
for the first time, a legal obligation on health boards to publish an annual&#xD;
report. In planning to meet this new obligation we have reviewed the&#xD;
format and content of the report with the aim that it will be&#xD;
informative and reflect the changes that are accuning In our health&#xD;
services. I trust you will find this report of interest and of value.</description>

Description: In 1994 the Department of Health published its Health Strategy - "Shaping a Healthier Future". The main&#xD;
theme of the Health Strategy is the reorientation of health services so that improving peoples' health and quality&#xD;
of life becomes the primary and unifying focus. The Strategy reflects the commitment of Government to&#xD;
ensuring that health services should help first and foremost those people whose needs are greatest and this will&#xD;
be reflected in the way resources are allocated in the future. The Strategy recognises the importance of the&#xD;
pursuit of quality and lays emphasis on constantly measuring and evaluating quality through clinical audit and&#xD;
consumer surveys. The Strategy firmly places the consumer first and sets out proposals for improving the&#xD;
public's participation in the planning and evaluation of services. The Strategy sets out new arrangements for&#xD;
improved legal and financial accountability and includes a requirement on those providing services to take&#xD;
direct responsibility for the achievement of agreed objectives.</description>

Description: In August 2002, the Midland Health Board working group on dementia&#xD;
commissioned a piece of research to obtain an overview of what staff&#xD;
perceived as the most pressing needs for the delivery of a quality dementia&#xD;
service, and to investigate some possible solutions to the current difficulties.&#xD;
A series of focus groups were run over two months, consulting staff from both&#xD;
residential and community care settings. A full report of the findings can be&#xD;
found in the document "Consultation Process with Staff within the Midland&#xD;
Health Board on the Needs of Older People with Dementia", which is available&#xD;
from Anna de Siun, Clinical Audit and Research.</description>

Description: The Midland Health Board provides a comprehensive range of services for persons&#xD;
with a mental handicap living within its area of responsibility . These services are&#xD;
provided by a mix of statutory, non statutory and voluntary bodies and include:&#xD;
Assessment and Counselling Services.&#xD;
Day Care Services.&#xD;
Special Schools/Special Classes.&#xD;
Placement Services.&#xD;
Workshops.&#xD;
Residential Centres.&#xD;
Community Residences.&#xD;
Home Support Services.&#xD;
The provision of services is based on the principles of normalistaion and Quality of&#xD;
Life. Normalisation seeks to provide persons with a mental handicap with life&#xD;
experiences in ordinary settings. Services are designed and delivered in ways which&#xD;
are likely to result in increasing competence and social participation for individuals &#xD;
in increasing social acceptance for handicapped people as a group. Allied to the&#xD;
principle of normalisation is that of ensuring a quality of life for persons with a&#xD;
mental handicap, as distinct from the traditional health care model.</description>
