Description: The terms strategies, policies, guidelines,&#xD;
procedures and protocols are often used&#xD;
interchangeably. There may be some degree&#xD;
of overlap, and the distinctions between&#xD;
them are sometimes not evident. The&#xD;
purpose of all of the above is to guide staff&#xD;
in providing best outcomes for service users&#xD;
and high-quality services.&#xD;
International, European and national&#xD;
policies and strategies influence and shape&#xD;
the development of organisation-level&#xD;
strategies and policies as outlined in&#xD;
Figure 1 below.&#xD;
Organisation-level strategy is the key&#xD;
overarching framework that guides&#xD;
the development of policies, guidelines,&#xD;
procedures and protocols at&#xD;
organisation level.&#xD;
Within this region, A Health Strategy for the&#xD;
People of the North-East, 2003, which was&#xD;
developed based on national strategies, is&#xD;
the framework which will guide future&#xD;
policy development.&#xD;
Broad definitions, with a distinction between&#xD;
clinical and non-clinical applications, and&#xD;
the continuum associated with the process&#xD;
are outlined in Figure 2 on page 7.</description>

in improving the health and social well being of their resident populations.&#xD;
These four Boards cover the whole of the land boundary. between the Republic of&#xD;
Ireland and the United Kingdom and between them they comprise a population of one&#xD;
million.</description>

Description: t gives me great pleasure as Chairman&#xD;
of the North Eastern Health Board to&#xD;
inrroduce the 1997 Annual Report. 1&#xD;
would like to thank sincerely all the&#xD;
members of the Board who attend to their&#xD;
duties in a most responsible manner.&#xD;
Their dedication to the work of this Board&#xD;
in the last five years can be seen&#xD;
throughout the region in many new&#xD;
services and facilities. Further&#xD;
developments are planned to come on&#xD;
stream in the years ahead. Many would&#xD;
argue that this has been one of the most&#xD;
successful periods in the history of the&#xD;
North Eastern Health Board. I welcome&#xD;
to the Board the new members who&#xD;
joined us last July. They succeed members&#xD;
who have given a full service to the Board&#xD;
and who leave after them a legacy of&#xD;
substantial progress.&#xD;
The transfer of Our Lady of Lourdes&#xD;
Hospital in May, 1997 to the Board is a&#xD;
most welcome development. I take this&#xD;
opportunity to thank the Medical&#xD;
Missionaries of Mary for their foresight in&#xD;
proposing this transfer and facilitating the&#xD;
arrangements that were necessary. The&#xD;
outstanding conrribu tion of the Medical&#xD;
Missionaries of Mary to health services in&#xD;
this region is recognised by all. We will&#xD;
continue this long tradition in the&#xD;
knowledge that we have the full support of&#xD;
all the staff of the Lourdes Hospital and&#xD;
the Medical Missionaries of Mary. Dr Hugh Dolan. Chairman.</description>

Welcome to our Annual Report for 2002. I am&#xD;
especially pleased to present this report as it&#xD;
marks the year in which CAWT celebrated its&#xD;
10th birthday.&#xD;
CAWT has come a long way in those years&#xD;
since that first gathering in Ballyconnell on&#xD;
10th July 1992 and it was appropriate that we&#xD;
invited former Chief Executives and&#xD;
Chairpersons to attend the signing of the&#xD;
amended and updated Ballyconnell Agreement&#xD;
in the Slieve Russell Hotel (birthplace of&#xD;
CAWT) this year to mark that event.&#xD;
On that occasion as on many others I, as&#xD;
Director General, felt it appropriate to pay&#xD;
tribute to those people who had the&#xD;
commitment, courage and foresight to come&#xD;
together all those years ago. It was a bold&#xD;
step particularly in the political climate of that&#xD;
time, which we are all glad to recognise has&#xD;
changed considerably for the better.&#xD;
It has proved worthwhile and ten years on I&#xD;
believe we have made and are going to&#xD;
continue to make a real contribution to the&#xD;
health and social well being of the border&#xD;
population.&#xD;
This has been possible, of course, due to the&#xD;
commitment and dedication of staff involved&#xD;
in cross border working, particularly those&#xD;
within the sub-groups. Numerous strong&#xD;
alliances have been forged between the&#xD;
partner Boards and Trusts by people who&#xD;
already have extremely heavy work loads but&#xD;
who are committed to the aim of improving the&#xD;
health and social well being of the border&#xD;
population.&#xD;
In 2002 we launched one of the most&#xD;
important pieces of work that CAWT has ever&#xD;
produced. The CAWT Population Health&#xD;
Profile, details of which can be found later in&#xD;
this Annual Report, was the result of a&#xD;
collaborative effort by the four Public Health&#xD;
Departments. For the first time&#xD;
comprehensive health and social care&#xD;
information is available on the CAWT area</description>
