Description: Pavee Point is a non-government organisation, which is committed to human rights for&#xD;
Travellers and Roma. The organisation comprises Travellers, Roma and members of the&#xD;
majority population working in partnership to address the needs of Travellers and Roma,&#xD;
who as minority ethnic groups experience exclusion and marginalisation.&#xD;
Travellers and Roma are among the most marginalised groups in Irish society and along&#xD;
with other marginalised groups have been disproportionately impacted by austerity&#xD;
measures. In this context, Pavee Point’s priority for the next budget is ensuring adequate&#xD;
incomes of the poorest individuals and families, along with the availability of high quality,&#xD;
intercultural public services. This entails the application of equality, anti-racist and human&#xD;
rights principles to budget decision-making. Given the role that the community sector plays&#xD;
in supporting marginalised groups, this budget should also support and invest in community&#xD;
sector initiatives that support Roma and Traveller inclusion.&#xD;
Pavee Point acknowledges the serious financial situation in which Ireland finds itself and the&#xD;
obligations that Ireland has to the EU/ECB/IMF. It is clear that tough budgetary decisions&#xD;
will have to be taken. In this context, we welcome the restatement of the commitment to&#xD;
protect the most vulnerable in the EU/IMF Programme of Financial Support for Ireland. We&#xD;
also want to note Ireland’s human rights obligations and duties to ensure people have&#xD;
access to rights such as education, health and accommodation in a non-discriminatory&#xD;
manner. Likewise, as outlined in General Comment No 19 on the Right to Social Security,&#xD;
the State must ensure sufficient access to a social security scheme to provide a minimum&#xD;
level of payment as to enable people ‘to acquire essential health care, basic shelter and&#xD;
housing, water and sanitation, foodstuffs, and the most basic forms of education.’ While the&#xD;
human rights framework and treaty documents clarify that State actions can only take place&#xD;
within the context of available resources, it is important to ensure that decisions made in&#xD;
relation to the use of these available resources are based on human rights principles,&#xD;
including non-discrimination.</description>

Description: Purpose of this Submission&#xD;
Pavee Point is a voluntary, or non-governmental, organisation committed to the attainment of human rights for Irish Travellers since 1985. The group is comprised of Travellers and members of the majority population working together in partnership to address the needs of Travellers as a minority group experiencing exclusion and marginalisation. Pavee Point has also had a Roma Support Group since 2000.&#xD;
As such, Pavee Point welcomes the initiative of the European Commission to introduce National Roma Integration Strategies and is keen to use its expertise in working with, and for, Travellers and Roma to contribute to the development of Ireland‟s National Traveller and Roma Integration Strategy.&#xD;
Traveller and Roma people and their representative organisations have a key role to play in this national strategy, as identified by the European Commission in their communication:&#xD;
“[National Strategies should] Be designed, implemented and monitored in close cooperation and continuous dialogue with Roma civil society, regional and local authorities.”&#xD;

The Commission also asked that national strategies be in line with the Common Basic Principles on Roma Inclusion, which also provide for the involvement of civil society and the active participation of Roma:&#xD;
constructive, pragmatic and non-discriminatory policies;&#xD;
explicit but not exclusive targeting;&#xD;
inter-cultural approach;&#xD;
aiming for the mainstream;&#xD;
awareness of the gender dimension;&#xD;
transfer of evidence-based policies;&#xD;
use of EU instruments;&#xD;
involvement of regional and local authorities;&#xD;
involvement of civil society; and&#xD;
active participation of Roma.&#xD;
This submission outlines Pavee Point‟s position in relation to the key areas identified for inclusion in the strategies by the European Commission – education, employment, health and housing. It also makes general recommendations in relation to the development, implementation and monitoring of Ireland‟s National Traveller and Roma Integration Strategy.&#xD;
Pavee Point supports the aspiration that the “EU Framework seeks to make a tangible difference to Roma people's lives”1, and is committing to working with the relevant agencies to realise this in an Irish context.</description>

Substance mis-use within the Traveller community has been under the spotlight for nearly two decades.&#xD;
The few studies undertaken on the subject have focused on the perceptions of service providers&#xD;
and non-drug using members of the Traveller community with only minimal data provided by drug&#xD;
mis-using Travellers (Fountain(a), 2006; Van Hout, 2010). Pavee Point’s Drugs Programme sought to&#xD;
redress this gap in evidence based information by focusing on the experiences of Travellers who engage&#xD;
with drug and alcohol support services. This study gives a voice to these Travellers, a minority within a&#xD;
minority, with an aim of improving services for all Travellers.</description>
